Hotels, Resorts and Guesthouses have a wide spectrum of parameter and services,

there are luxury hotels in Yangon, Bagan, Mandalay and beach resorts at Ngapali, Ngwe Saung and Chaungtha. In the cities are mid range, budget and rather small guesthouses which are usually family run with little information about it. 

Here we start from the bottom up since all other always put the most expensive at top which are usually priced to high for most. A typical area with plenty of this small ones is the Windermere District north of the Shwedagon Pagoda.

Since downtown hotels such as Asia Plaza, Trader Hotel and practically all other doubled or tripled their prices in 2013 it might be useful to check one of of the smaller guesthouses, Inn's and other family run places. They are usually in the $ 30,- and below range. The main problem is being mainly off the main road means it is hard to find a taxi, especially at night and in the morning. Some also have a main door which is closed after 10 pm and after they sleep, if you are lucky they wake up when you come in late.

Another budget type is Queenspark Hotel, still in the center, they are selling one bedrooms in the $ 50,- range per night but some are without windows and the interior is real rotten, also the aircon won't work most time, run by Chinese who really just squeeze.

On the other hand you can reach all interesting places in the center with a up to 20 minutes walk and no need to use this rotten and dirty taxis. Panorama Hotel is a bit towards the center on a very busy main road crossing.

The accommodations are constantly upgrading their facilities, rooms and services. As you can see here the new SPA facilities at the Tharabar Gate Hotel at Bagan. Places often are sometimes not very up to date in terms of the atmosphere; be very careful with the water  (don't drink from the tap and use bottled water to brush your teeth, shave etc.). Some nice beach resorts have opened up in recent years, this segment is still growing strong.

One of the biggest problems is to reach destinations outside Yangon by road such as the beach resorts of Chaungtha and Ngwe Saung. There are some good roads where the "big shots" are traveling but most other are in very bad condition sometimes even not wide enough to have 2 vehicles pass each other without problems. By taking an airplane you can completely bypass this problem but the only waterfront reachable by scheduled aircraft is Ngapali.

Actually the real dream destinations on islands and on the coast are in south Myanmar's Myeik Archipelago and down to Kawthaung opposite Ranong in Thailand. From there its only 300 km on a very good road to Phuket. In terms of roads are the Thai the best in South East Asia.

The Tharabar Gate Resort is probably the best place to stay in Bagan, that's a real luxury hotel from various perspectives. The prices are accordingly, but you wont come so often to this ancient city anyway.

If you want to have it the excellent way, voila, here it is, do something good to yourself (not only a selfy) you are worth it. Just look to this room door at the left isn't this fabulous. It's a replica of one in a monastery in Mandalay, real great work.
